New roadmap proposed for unpaid carers

Government launches new roadmap for unpaid carers, as advocates highlight moral duty to honour those who care for the vulnerable

The Government has unveiled a new long‑term action plan aimed at recognising and supporting the thousands of unpaid carers who look after loved ones at home — a workforce often unseen, but essential to the wellbeing of New Zealand’s elderly, disabled and chronically ill.

Associate Minister for Social Development and Employment Penny Simmonds says the Mahi Aroha Carers’ Strategy Action Plan provides a sustainable roadmap for improving health and wellbeing, financial security, and recognition for carers.

“It’s a demanding job juggling work, family and other commitments while caring for a loved one,” Simmonds said. “Yet their work is critical in helping New Zealanders live fuller lives.”

The plan was developed by the Ministry of Social Development in partnership with the Carers Alliance and an advisory group representing a wide range of carers. Unlike previous strategies, this one does not expire — instead setting ongoing outcomes and holding government agencies accountable for progress.

Carers Alliance co‑chair Alison Douglass welcomed the announcement, saying unpaid carers “carry a load the country rarely sees, but everyone depends on.”

“We need a system that honours their contribution, not one that leaves them exhausted and financially stretched,” she said.

Faith‑based voices have also praised the move. Reverend Hana Murray, a chaplain who works with elderly communities, said the plan reflects a principle long embedded in Scripture.

“In the Bible we’re told to ‘honour your father and mother’ and to care for widows and the vulnerable,” she said. “Supporting carers is part of that calling — it’s a way society lives out compassion in practical terms.”

Advocates say the plan is timely. New Zealand’s ageing population means more families are providing care at home, often with little financial support and limited respite options.

Gerontology researcher Dr. Mark Henare says unpaid carers save the country billions each year.

“But cost isn’t the point,” he said. “The point is dignity. When carers are supported, the people they care for live better, safer, more connected lives.”

Simmonds acknowledged the nearly 600 submissions received during development of the plan, saying carers’ voices shaped its priorities.

“We owe them more than gratitude,” she said. “We owe them action.”
