Outside court, community members spoke about responsibility to protect water systems and sacred places. Inside court, the system demonstrated its own sacred practice: turning living obligations into numbered paragraphs.<\/p>\n\n\n\n
A spokesperson said the matter is \u201ccomplex\u201d and must be balanced carefully. \u201cWe support cultural values,\u201d they said, \u201cas long as those values can be expressed in a measurable format between 0 and 5, preferably with examples.\u201d<\/p>\n\n\n\n
The case has sharpened attention on how decisions are made\u2014who gets heard, what evidence counts and whether \u201cconsultation\u201d means a real conversation or just an email sent at 4:59pm.<\/p>\n\n\n\n
To improve clarity, an agency announced it will develop a Cultural Water Consideration Framework, featuring a decision-tree that begins with Does This Slow The Project?<\/strong> and ends with Please Refer To The Next Framework<\/strong>.<\/p>\n\n\n\n Community observers said water isn\u2019t just a resource \u2013 it\u2019s relation, memory, law and survival.
