New Guidelines Drop… But NZ Dog Law Is Still Chasing Its Tail

New Zealand’s dog control system just got a long‑overdue tune‑up — and according to the SPCA, it’s about time. After years of councils running dog control like a neighbourhood raffle, the Government has finally dropped updated national Dog Control and Enforcement Guidelines. Think of it as a new rulebook for the people who deal with everything from wandering woofers to full‑blown bite incidents.

The SPCA is applauding the move, calling the guidelines a “positive step” toward consistency, safety, and better treatment of dogs nationwide. And honestly, fair enough — the old guidelines were last properly updated in 2009, back when Who Let the Dogs Out was still echoing through school discos. Woof woof.

Dr Arnja Dale, the SPCA’s Chief Scientific Officer, says the new guidance gives councils clearer expectations around responsible ownership, officer training, humane handling, and actually applying the Dog Control Act in a way that doesn’t depend on your postcode. “These updated guidelines are a positive step for dog welfare and community safety,” she says — and she’s right. Some councils have been running dog control like a choose‑your‑own‑adventure book.

But here’s the kicker: the guidelines aren’t legally binding. Councils can still pick and choose how they apply them, meaning the “postcode lottery” isn’t gone yet. And the SPCA says one major gap remains — New Zealand still lacks a nationally consistent, evidence‑based way to assess dog bite incidents. Right now, one council might treat a nip like a catastrophe, while another shrugs off a full chomp.

That’s why the SPCA is pushing hard for the next step: actual law reform. The Dog Control Act is 30 years old, untouched by any comprehensive review, despite massive changes in dog ownership, urban living, and public expectations. The Government announced a review in March after another tragic fatal attack — but five months later, there’s still no timeline.

Meanwhile, the numbers bite: ACC receives around 13,000 dog‑related injury claims every year, costing about $7 million. Four people have died in dog attacks in the past four years.

The SPCA’s message is simple: guidelines are good — but modern legislation is essential. Until then, New Zealand’s dog control system will keep barking for change.
