Common‑Sense Transport Fixes Aim to Make Everyday Travel Safer

The Government has unveiled a suite of common‑sense transport rule changes it says will make streets safer, rules clearer, and everyday travel less tangled in bureaucracy. Transport Minister Chris Bishop confirmed the updates following public consultation that drew more than 6,000 submissions from road users across New Zealand.

At the heart of the changes is a shift long requested by parents: allowing children aged 12 and under to ride their bikes on footpaths with an accompanying adult. Previously, kids could ride on the footpath but the grown‑up teaching them had to remain on the road—an arrangement many described as unsafe and impractical. Bishop says the updated rule “strikes the right balance between protecting young cyclists and ensuring footpaths remain safe for everyone.”

Another major change is the simplification of the overtaking‑gap rule. Instead of a confusing mix of distances depending on speed and location, drivers will now follow one clear standard: a minimum 1.5‑metre gap when overtaking cyclists, horse riders, or other vulnerable road users. Officials say this clarity will reduce hesitation and improve safety.

E‑scooters will be permitted in cycle lanes, buses will have priority when leaving stops in areas with speed limits of 60km/h or less, and several technical updates will tidy up signage and traffic‑control rules.

One proposal that won’t proceed is the plan to give councils more power to fine vehicles parked on berms. Feedback showed the idea didn’t address the underlying problem, and the Government has shelved it.

Bishop says the package reflects what consultation should achieve: practical proposals refined by public input. The changes are expected to take effect before year’s end through Orders in Council.
