Conservatives advocate stronger sentencing for crimes against children

The Conservative Party has released a comprehensive child‑protection policy package, with leader Helen Houghton saying New Zealand must do more to safeguard children from abuse, exploitation, violence, neglect, and unnecessary medical intervention. The announcement follows public concern over a recent child‑sexual‑abuse case in which the father of a five‑year‑old received a three‑year prison sentence after reductions for pleading guilty. Houghton said the impact on the victim is lifelong, arguing that sentencing practices must better reflect the seriousness of offending against children.

The policy document outlines a series of proposals aimed at strengthening legal, medical, educational, and social protections. Under “Stronger Protection from Sexual Offending,” the party commits to increasing penalties for serious sexual crimes against children, imposing significantly longer sentences for repeat offenders, and opposing automatic sentence reductions for the most severe offences. The plan also includes improved monitoring of high‑risk offenders after release, expanded online exploitation investigations, and greater access to counselling and long‑term support for victims and their families.

A second section, “Protect Children from Medical Harm,” focuses on restricting irreversible medical procedures on minors unless medically necessary. The party proposes independent assessments for interventions related to gender distress, stronger informed‑consent standards, and review mechanisms for complaints involving treatment of children. Houghton says parents must remain central in all decisions affecting their children’s health.

The policy also targets online exploitation, promising tougher penalties for producing or distributing child sexual abuse material, stronger laws against grooming, and expanded education for parents about digital risks.

In education, the party emphasises “Safe Schools,” calling for environments that take bullying seriously, protect students from harassment and sexual violence, and prioritise academic achievement. The party supports age‑appropriate health education but opposes sexuality‑focused content.

Mental health support features prominently, with commitments to increase access to qualified child psychologists, reduce wait times, expand trauma support, and invest in early intervention. The party also highlights the role of strong families, proposing better coordination between schools, health providers, and child‑protection agencies, alongside strengthened early‑intervention pathways.

The final section addresses child trafficking, calling for increased investigative resources, stronger border cooperation, and severe penalties for trafficking or commercial exploitation of children.
